Cleary University is a Michigan nonprofit corporation in good standing with the Michigan Department of Licensing and Regulatory Affairs (LARA).
Cleary University participates in the State Authorization Reciprocity Agreement (SARA). As a SARA-participating institution, the University is authorized to provide distance education courses, activities, and operations to students residing in other SARA member states.

Cleary University has been approved to participate in the National Council for State Authorization Reciprocity Agreements.
Internal Resolution First
Students who reside in a SARA member state outside of Michigan and are enrolled in distance education courses at Cleary University have the right to file a complaint or grievance.
SARA policy dictates that all student complaints must first be filed directly with the institution to seek an internal resolution. Distance education students should initiate and exhaust the University’s standard grievance procedures by visiting the Conflict Management Process.

Exclusions from SARA Jurisdiction
The SARA complaint process applies strictly to student complaints relating to consumer protection laws, dishonest or fraudulent activity, or the provision of false or misleading information. In alignment with NC-SARA guidelines, the following grievances are excluded from SARA jurisdiction and are governed solely by internal University policies and Michigan state laws:
Escalation to the Michigan State Portal Entity (SPE)
If a SARA-related complaint regarding distance education consumer protection concerns has gone through the University’s full internal grievance process and has not been resolved to the student’s satisfaction, the student may appeal the decision to the University’s home state portal entity. Because Cleary University is located in Michigan, the governing agency is the Michigan Department of Labor and Economic Opportunity (LEO) – Postsecondary Schools.
