Housing Operational Policies

American Disability Act

Cleary University is committed to providing equal opportunity for higher education to academically qualified students without regard to disability. Federal and state laws prohibit discrimination on the basis of disability. “No otherwise qualified individual with a disability shall, by reason of such disability, be excluded from participation in or be denied the benefits of the services, programs, or activities of a public entity, or be subjected to discrimination by any such entity” (Section 504 of the Rehabilitation Act).

All facilities on the Howell campus and Detroit Education Center are single story, ADA-compliant, and handicap accessible, with the exception of the two residence halls. ADA-compliant housing is available on the first floor of each building; there is no elevator access in these buildings.

Gambling

Gambling with the intent of monetary gain is not permitted, i.e., putting real currency at stake on a game of chance or skill. Gambling “games” are permitted (Texas Hold ‘Em, Blackjack, etc.) so long as they lack the monetary aspect.

Hazing & Cyber/Bullying

Any form of hazing or bullying, including cyberbullying, will not be tolerated by Cleary University.

Sexual Misconduct

Students will refrain from sexual harassment, such as:  catcalls; name-calling; making sexual comments about a person’s body, clothing, or anatomy; or any unwanted action or statement made toward another.

Students will refrain from unwanted sexual contact, which includes unwanted physical contact with another, touching oneself around another, and cornering someone so they can’t leave.

Sexual Exploitation & Assault

Students will not sexually exploit others (i.e., using assistance or favors in exchange for sex).

Students will not commit acts of dating or domestic abuse.

Students will not force others into non-consensual sexual intercourse.

Emergency Access:

Cleary University reserves the right to have authorized university staff or designees enter a resident’s room/apartment/suite space at reasonable times to inspect, maintain, and repair the premises and furnishings. Students are expected to promptly report damages and necessary repairs, in accordance with established and published procedures. In the event of an emergency, notice may be given immediately before entering. A university official can enter a student's room without notice if there is belief of a violation of a university or housing regulation, local ordinance, state or federal statute is in progress and/or for emergency purposes.

Fire Alert

Once fire alarm is heard: Students who live on the 1st floor are to exit through the main door and head toward Chrysler Hall, putting distance between themselves and the apartment building.  Students who live on the 2nd or 3rd floor are to exit through both stairwell door and head towards Chrysler Hall. Once the all-clear is signaled, Housing staff will allow re-entry. Students are to use the main door and return to the building.

Tornado Alert

When the tornado siren is activated, students are to avoid windowed areas. Moving into apartment bathrooms provide the least exposure to the outside and gives a small space that won’t be as harmful if debris begins flying.  Students who live on the upper floors are to move to lower floors, huddling in the hallways as far from the main lobby as possible. The all-clear must be received from Housing staff before students may return to their room

Room Conditions

Residents acknowledge that they will examine the premises and that said premises, all furnishings, fixtures, furniture, appliances, plumbing, heating/cooling, electrical facilities, all items listed on the Cost Allocation Sheet, and any other items provided by their Residence Life Coordinator will all be clean and in good satisfactory working condition, unless otherwise noted. Students will have the opportunity to go through the Cost Allocation Sheet with Residence Life Coordinators before completing it and accepting its use for documenting received condition of applicable leased items. Residents agrees to keep the premises and all items in good order and good condition and acknowledges that the costs to repair and/or replace any portion of the above damaged by student, his/her guests and/or invitees, will be applied to their student account and are expected to be paid in a timely fashion, as set forth by the University Business Office.

Charges to student accounts shall be assessed if alternations, repairs, or maintenance are: required, necessary, and caused by residents or guests, as deemed by Facilities Staff upon review of Room Condition Reports. Monetary costs for items can be found in the Cost Allocation Sheet. If damaged item is listed as “by case”, the Facilities Staff solely evaluates the damage and will do their due diligence in determining the cost of applicable work, whether it is completed by the University’s Facilities Staff or hired contractors.

Room Consolidations:

Students who do not have a roommate may have one assigned (referred to as “consolidation”) at any time. Students will keep their belongings clear of one half of the room at all times. In the event of consolidation, the Residence Life Coordinator will be in communication with the affected students.

Room Changes:

Room changes are permitted independent of consolidation, but not without the expressed permission and approval of the Residence Life Coordinator.

Semester Check-Outs:

Check-Out occurs at the end of both the fall and spring academic semesters. Students must vacate the residence hall no later than 24 hours after the end of Final Exam Week. Exceptions to this rule include graduating seniors and those who have prior authorization from the Department of Housing and Residence Life, if they have provided 30 days’ notice. Students will need to check-out with their Residence Life Coordinator or a Resident Assistant by signing up with them at least 48 hours prior to the desired check-out time. Failure to participate in a semester check-out shall result in an improper check-out fee and possible disciplinary action.

Student shall leave their rooms clean and orderly state by discarding all trash, clean their room and shared space and appliances, lock doors and windows, and close all blinds. It is important for students to read all check-out information carefully and completely, which will be posted in their physical mailbox and/or sent via university email. The assigned Residence Life Coordinator or Resident Assistant will inspect rooms and complete Room Condition Reports with tenants, similar to the monthly room condition checks.

Winter Break

Students may leave belongings in their residence if they are planning on returning for the spring semester. It is important that all personal electrical appliances are unplugged. It is strongly advised that all valuables are removed from the room.

Summer Break

Students must remove any and all personal belonging and trash from their rooms to avoid fines. Any items left in the room will be discarded and a removal fine will be assessed. The building Residence Life Coordinator or Resident Assistants will inspect students’ rooms and collect room keys at this time.

Mail Services:
Mail is delivered during normal operating days directly to the hall. Any packages delivered will be held in the office until the respective student retrieves it. Standard mailing address is reflected below, not including personal apartment numbers.

Parking:

There are no assigned parking spaces at the Residence Hall, and all spaces are open to all residents at any time, with the exception of designated handicap and staff spaces. Student shall not park in any fire lane for any amount of time
